FY 2025-2026 Agency Budget Requests
Week 16 Preview
There are six legislative days remaining in the 2025 regular session. The current sine die resolution only permits a budget conference report. There are currently zero bills are in the status of a conference committee. In order for a bill to be ratified it will need third reading by May 8, otherwise the bill will have to wait until 2026. If a bill has passed one chamber but doesn’t receive second reading by the other chamber by May 7, it will not be ratified this year.
This week is likely the last week for most subcommittee and full committee meetings that have legislation that could be ratified this year. There are 48 Senate bills and five Senate joint resolutions pending before the House or a House committee. There are 83 House bills and two House joint resolutions pending before the Senate or a Senate committee.
The House will hold floor sessions on Tuesday (12pm), Wednesday (10am), and Thursday (10am). The House has 14 bills (1 on the contested calendar) and two joint resolutions eligible for consideration on its calendar to begin the week. There are two Senate bills on the House calendar. Some bills that may generate debate include:
H.3645 (increase state employee paid parental leave)
H.3758 (student expression of religious viewpoints)
S.78 (educator credential prior work experience credit)
H.3309 (Energy Security Act) is on the calendar under Senate amendments
H.3822 (motion picture & theater production tax incentives)
Another legislative priority, H.3497 (liquor liability), was amended by the Senate but rather than appearing on the calendar, the bill was referred to the House Judiciary Committee. House Rule 4.8 requires the Speaker to “commit to a committee any bill, joint resolution, or concurrent resolution returned from the Senate with an amendment that has so materially changed the bill that the bill’s contents, as amended by the Senate, are no longer substantially germane to the bill, joint resolution, or concurrent resolution as it passed the House.”
The Senate will hold floor sessions on Tuesday (12pm), Wednesday (1pm), and Thursday (11am). The Senate has 54 bills (22 are contested), 13 joint resolutions (2 are contested), and two concurrent resolutions eligible for consideration on its calendar to begin the week. There are 15 House bills (3 are contested) and two House concurrent resolutions on the Senate calendar. Some bills that may generate debate include:

The Senate is expected to spend as much time as necessary to debate and pass S.62 (K-12 scholarships). The bill will likely face another legal challenge and the Republican leadership in both chambers is committed to enacting the bill quickly so the legal process can begin.
Week 15 Review
