FY 2025-2026 Agency Budget Requests

Week 6 Preview

The House will hold floor sessions on Tuesday (12pm), Wednesday (10am), and Thursday (10am). The House has nine bills, one joint resolution, and two concurrent resolutions eligible for consideration on its calendar to begin the week. Some bills that will generate debate include:

  • H.3558 (Commissioners to Article V Convention)

  • H.3430 (state auditor)

  • H.3431 (minors and social media)

  • H.3007 and H.3008 (Convention of the States resolutions)

The Senate will hold floor sessions on Tuesday (12pm), Wednesday (1pm), and Thursday (11am). The Senate has eight bills, eight joint resolutions, and one concurrent resolution eligible for consideration on its calendar to begin the week. Two bills, S.26 (watercraft liability insurance) and S.28 (child abuse via artificial intelligence), have objections against them.

  • S.213 (Greenville Airport Commission)

  • S.35 (comptroller general constitutional amendment)

  • S.143 (orders of protection)

  • S.180 (orders of protection)

  • S.77 (livestream school board meetings)

  • S.78 (educator credential prior work experience credit)

  • H.3003 (Pickens County road naming resolution)

Committee action will likely generate more news than floor sessions.

  1. House Ways and Means Committee will markup the FY 2025-2026 General Appropriations Bill.

    How much will income taxes be cut?

    How much new money will be directed towards increasing teacher salaries?

    How much new money will be required to pay for Hurricane Helene disaster recovery costs?

    Which agency projects will be prioritized and which ones will need to make their case in the Senate?

  2. House Education and Public Works will debate S.62 (K-12 lottery scholarships), the school choice bill to resolve the South Carolina Supreme Court’s decision in Eidson v. Department of Education.

  3. The Senate Judiciary Subcommittee on tort reform will start its markups on S.184 (dram shop/liquor liability) and S.244 (tort reform plus dram shop).

Week 5 Review

House floor sessions consumed 5 hours, 39 minutes. The House passed 17 bills and one joint resolution, as well as several congratulatory and memorial resolutions. Priority legislation that passed the House last week included:

  • H.3523 (organized retail crime)

  • H.3309 (Energy Security Act)

  • H.3196 (Educator Assistance Act)

Senate floor sessions consumed 5 hours, 23 minutes. The Senate passed four bills and one joint resolution, as well as several congratulatory and memorial resolutions. Legislation that passed the Senate last week included:

  • S.29 (morphed images of minors)

  • S.38 (special elections)

  • S.74 (electronic records disclosure)

  • S.271 (PSC elections)

The Board of Economic Advisors met on February 13 and the state’s economy continues to grow at a strong pace. The BEA increased its revenue forecast for FY 2025-2026 by $132.5M in additional recurring general fund revenue (approximately $666M to appropriate) and $131.2M in additional non-recurring general funding revenue (approximately $1.25B to appropriate).

Summary: The full committee will debate the FY 2025-2026 General Appropriations Bill. Expect the committee to meet multiple times this week, tackling provisos on Tuesday and Wednesday morning. “Spreadsheet Day” may be Wednesday afternoon or Thursday morning, depending on the work of the subcommittee chairs. By Thursday afternoon expect a final budget agreement to be approved by the full committee.

Senate Judiciary Subcommittee

Summary: There are two bills on the agenda: S.184 (dram shop/liquor liability) and S.244 (tort reform plus dram shop). These bills are priority legislation for the hospitality and alcohol industries, as well as the broader business community regarding tort reform efforts. Last week, the subcommittee announced that any proposed amendments should be submitted by February 20.

Summary: There is one bill on the agenda: S.79 (school district noncertified teachers). In a rare move, this bill was sent back to subcommittee after a motion was made at the full committee meeting on February 12.
